The National Renewable Energy Laboratory's National Wind Technology Center is working hard to develope utility scale turbines that can market wind energy in the $0.03/kwh range in a class four wind environment at ten meters above ground level, instead of the current $0.05-0.06/kwh. This type of wind environment exists in great abundance along the shorelines of the Great Lakes as stated in the article. (Father off-shore on the lakes the wind resource goes up to class six...)
