Shelburne Planning Board rejects subdivision; Puts windfarm under commercial ban
SHELBURNE — The Planning Board Wednesday night rejected a subdivision application for the Mount Massaemet Windfarm — an action that could keep the four-turbine electricity generating facility from going forward, now that the town has a ban on commercial-scale wind turbines. The subdivision plan was filed on April 30, one day before annual town meeting voters would decide on a wind moratorium and on an article banning commercial-scale wind turbines. Under state law, land-use for such subdivision applications is "grandfathered" . . . Complete story »

Quebec renewable energy group opposes Derby Line wind
DERBY — The leader of a Quebec association of renewable energy producers says the Derby Line Wind Project should be changed or abandoned because of its proximity to homes in Quebec. Also this week, a Quebec politician raised the issue of the wind project and the impact on homeowners across the U.S.-Canadian border in Stanstead, Quebec before the House of Commons in the Canadian Parliament. And a group of Derby and Holland residents have learned that they will be allowed . . . Complete story »

Municipalities weigh concerns with windmills; Canajoharie approves moratorium
CANAJOHARIE – The town passed a local law regulating the height, noise levels and setbacks of windmills, and other towns are re-examining where their laws stand. The local law also requires anyone who builds either a commercial or residential wind-energy conversion system to obtain a permit from the town. Builders of commercial units must have a site plan made by a professional surveyor or licensed engineer. Homeowners or small business owners building smaller units can submit their own plans along . . . Complete story »

Rally unites opposition to wind turbines on both sides of the border
DERBY LINE — About 70 people gathered outside the historic Haskell Free Library and Opera House on Sunday to voice their opposition to a proposal to erect two wind turbines on farms in Derby. At the core of the dissent was the failure to notify abutting landowners in Stanstead, Quebec. "We are opposed to the Encore Redevelopment project," Stanstead Mayor Philippe Dutil said in his opening address. "We also want to make clear that this will have an effect on . . . Complete story »

Township's protest passes muster after all; State's attorney changes position on wind energy objection
DIXON – Two weeks ago, Lee County State's Attorney Henry Dixon said two townships failed to properly submit their objections to a proposed wind energy ordinance. Days later, he shifted his position. In a May 2 letter, Dixon said Willow Creek Township's objection is considered filed. Because that's the case, he said, the County Board will need to pass the ordinance with at least a three-fourths vote, not the usual simple majority. Willow Creek, in eastern Lee County, adopted its . . . Complete story »

Dixfield residents air views on wind ordinance
DIXFIELD — Selectmen heard a variety of complaints against a proposed wind ordinance, as well as a few comments of support, at a public hearing Wednesday night at which nearly 75 residents attended. The board will take the dozens of comments and recommendations presented and hold a workshop to decide whether any will be included in the document that will go before voters during the June 12 elections. Town Manager Eugene Skibitsky said the project, valued at about $60 million, . . . Complete story »

Failed anti-wind push draws clean energy fire
Earlier this year, a national conservative think tank fellow organized a gathering in Washington to hear how local wind energy opponents were fighting wind projects in their communities and to discuss launching a national public relations strategy to subvert the industry and influence wind energy policies. The gathering and a strategy memo outlining a national PR campaign against wind energy caught the attention of the pro-clean energy Checks and Balances Project, which charged that oil-and-gas backed think tanks were working . . . School wind turbines shut down over safety fears
Wind turbines have been turned off at 16 schools in the Highlands amid fears they may be sited dangerously close to pupils. Barriers could be placed around the installations after a full safety assessment is carried out by experts. The move follows growing public concern about accidents involving the power generators, with the dramatic image of one on fire during December's storms still fresh. In other cases, turbine blades have flown off during high winds. Highland Council temporarily suspended the . . . Complete story »

Comments period on 30-year eagle takings permit extended
The period for commenting on a proposal to create a longer, 30-year federal permit for non-purposeful killings of eagles by wind energy and other projects has been extended to July 12. Proposed on April 13, the revisions to the U.S. Fish and Wildlife Service regulations governing permits for the unavoidable "takings," or killings, of golden eagles and bald eagles would extend the maximum permit time from five years to 30 years, if the permit includes conservation measures where necessary to . . . The wind turbines they want won't be in their back yards
After reading Mr. Robert Spangler's letter regarding his enthused motivation for the quick inception of wind development in Garrett County and steadfast commitment to achieving this goal, I pondered what his true motivation for such actions may be ("No more property tax hikes in Garrett County," April 25 Times-News). I soon discovered that he and another family, who have equal interest in seeing the rise of the wind turbines, collectively hold in excess of 207 acres on which the turbines . . . Complete story »

Lowell property dispute
I regret not being able to join my fellow defenders of the Lowell ridgeline at their last open house. Even though I am always forced to witness the devastation of the once-thriving ridgetop, I always find myself in good company at these gatherings. In the debate over the GMP/CVPS merger, much is being said about the $21 million that ratepayers were forced to lend CVPS to keep it from going bankrupt. It should be no surprise that GMP and its . . . Complete story »

Energy towers proposal in San Luis gets initial OK from council
SAN LUIS, Ariz. — The city council here gave preliminary approval Wednesday to a proposal to convert wind to electricity inside two towers that would stand thousands of feet in height on the city's southwest corner. The council voted 7-0 to approve the first reading of an ordinance that would rezone 1,760 acres of agricultural land to heavy industrial use, allowing for construction of the towers by Clean Wind Energy. CATS slams latest wind industry propaganda
Scottish pressure group Communities Against Turbines Scotland has dismissed a DECC report claiming that there is a strong economic case for increased onshore wind development as the desperate propaganda of an industry in crisis. It says turbines destroy jobs, discourage investment and depress property values, while subsiding wind energy inflates electricity costs and damages business and jobs across the UK. Studies by the EU and World Bank show that the net effect of 'green' job creation is a significant loss . . . Complete story »

Lairg wind farm would affect wild land – SNH
A proposed 22-turbine windfarm at Sallachy, north of Lairg, would result in the loss of a large area of wild land, Scottish Natural Heritage (SNH) has advised. In objecting to the proposals, SNH has also highlighted the adverse effect the development would have on the Assynt and Coigach National Scenic Area (NSA), and the potential impacts on a range of other important sites for wild birds and habitats. Confirming the organisation's objection, SNH's director of operations, Andrew Bachell, said: "We . . . Complete story »

March of the giants
Giant wind turbines 260ft high must be built to realise Alex Salmond's dream of a renewables revolution, it has been claimed. MEG Renewables, a major company in the wind energy market, said the SNP'S radical green targets can only be met if planning rules are relaxed to allow massive new turbines. The new giants would be taller than the Scott Monument, which at 200ft dominates Edinburgh's Princes Street. MEG said council planners were reluctant to approve medium–sized developments, where the . . . Complete story »

A planning application for an edge-of-town wind turbine, more than four times the height of North Walsham's most prominent landmark, looks set to blow up a storm. Supporters say the turbine will help North Walsham play its part in the vital global need to produce clean, green energy, bring profits for community shareholders and help fill the coffers of worthy local causes. But the formal application now lodged with North Norfolk District Council (NNDC) has unleashed a hurricane of opposition . . . Complete story »

SJC rejects bid by Martha's Vineyard property owner to intervene in Cape Wind power deal
The state's highest court has rejected a bid by the owner of a beachfront property on Martha's Vineyard to intervene in the state's approval of the Cape Wind project's deal to sell electricity to National Grid. Thomas Melone argued that Cape Wind's giant wind turbine farm would have "adverse effects" on him. He said it would alter the view from his property, diminish its value, and that oil or other contaminants could find their way to his property. But that . . . Complete story »

Ditching turbine has not blown away fears
Campaigners say they remain concerned about plans for a wind farm – despite the developer agreeing to scale back the scheme. The Waste Recycling Group (WRG) has modified plans for a proposed development at its Iron Stone Quarry landfill site near Winterton by reducing the number of wind turbines from four to three. The turbine that was to be sited at the top of the ridge, closest to Winterton, has been ditched. Now the amended plans will be submitted to . . . Complete story »

Winds of change… Winds of war
The road to hell is paved with good intentions. It is hard to believe that Premier McGuinty had any Machiavellian agenda when his government conceived the Green Energy Act. It seems like a good idea to harness renewable energy sources such as wind and solar power and replace the fossil fuel power plants that are contributing mightily to global warming. It's happened before, and it will happen again, that somewhere between the eureka moment and the implementation of the policy . . . Complete story »

Wind power faces financial blow
MONTPELIER, Vt. – Northern Power Systems in Barre now has a new CEO. In a cost-cutting move last week the company replaced its chief executive and trimmed its workforce. Officials say it's a sign of the times in the wind industry. "They're already seeing up to– depending on the state– up to 50 percent reduction in sales forecasting. So it means real jobs here in Vermont," said Gabrielle Stebbins of Renewable Energy Vermont. A federal incentive– the Production Tax Credit . . . Complete story »

Chatsworth community wind farm plans submitted
Plans for a 450-acre community wind farm on land owned by Derbyshire's Chatsworth Estate have been submitted. It is hoped the turbines on grain fields near the village of Scarcliffe, near Bolsover, could generate an income of up to £750,000 per year. Roseland Community Energy Trust, which has submitted the plans, said cash raised would be used to support local organisations and groups. The plan will now be considered by Bolsover District Council.
