Editorial: Texas shows how to cut carbon emissions without regulations
Market forces -- not regulations -- are part of the reason Texas is home to a greater installed wind capacity than any other state in the US, writes the editorial board of the San Antonio Express-News. The board argues that other states could learn from Texas, which is expected to cut its carbon dioxide emissions 28% below 2005 levels by 2035 without aggressive clean energy standards.
