Xcel Energy is proposing a new wind farm in Texas and another in New Mexico. "These new wind facilities will cost $1.6 billion to build but will allow us to produce wind energy at a cost lower than energy produced at our coal and natural gas-fueled plants," said Xcel's David Hudson.

Castlelake to purchase Calif. wind farm after repowering
Investment company Castlelake has agreed to purchase the 56.9-megawatt Summit project in California from Salka after the company finishes repowering it, according to the companies. It will feature 27 2-MW turbines.

Dong Energy wins PPA with Banks for 3 UK wind farms
Dong Energy has entered into a 15-year power purchase agreement with Banks Renewables in which it will purchase output from three of Banks' land-based wind farms and resell it in the UK market, said the companies. "This is the first time Dong will manage the production of onshore wind farms and the biggest PPA, we've entered. ... We consider the order an important milestone," said a spokesman.

Alaskan utility co-op denies developer interconnection request
The Golden Valley Electric Association, an electric co-op in Fairbanks, Alaska, has rejected Delta Wind Farm's interconnection request for a proposed 13.5-megawatt wind farm, according to the companies. Delta Wind co-owner Mike Craft said the utility cost analysis, which showed the interconnection would raise costs, may be based on illegal tariffs.

Doris Renewables to focus on floating offshore wind in France
Doris Renewables will initially focus on developing France's floating offshore wind industry, starting with helping EDF Energies Nouvelles build the 24-megawatt Provence Grand Large floating offshore wind project, said the company. It is also working on the 24-MW EolMed floating project.

N.D. House passes amended turbine siting bill
The North Dakota House of Representatives advanced an amended bill 60-32 on Tuesday outlining new setback distances for turbines and creating an ombudsmen program. The state Senate will have the opportunity to pass the measure with the added amendments or try to reconcile it with its respective version in a conference committee.
