Virginia state Delegates Sam Rasoul and Delores McQuinn are sponsoring a bill that, if approved, would require the state's utilities to source 80% of their total electricity needs from renewables by 2028. The technology exists to reach such a goal, but doing so also depends on Dominion Energy's plans, says Rasoul.

Exec: Shell might raise annual green energy investment to $4B
Shell will invest $1 billion to $2 billion a year on developing green energy over the next two years, and that could ultimately increase to $4 billion if the returns are good, said Maarten Wetselaar, head of the company's gas and new energy unit. "I would like my current business to be financially credible enough for not only the company, but shareholders, to want to double it and look at more," he said.

BOEM: Shutdown may delay offshore wind meetings in Mass.
The Bureau of Ocean Energy Management has shared a plan for rescheduling various meetings to discuss Vineyard Wind's 800-megawatt offshore wind farm in Massachusetts, depending on the duration of the partial government shutdown.

Report: Wind speeds are declining in Northern Hemisphere
Wind speeds have been declining in many parts of the Northern Hemisphere over the past 40 years due to urban growth and other factors, according to researchers from the Chinese Academy of Sciences and Purdue University. "It should be of particular concern to operational wind farms whose financials are based on resource estimates which don't factor in lower future wind speeds," says GCube senior analyst Geoffrey Taunton-Collins.

Statkraft signs PPAs with 20-MW wind duo in France
Norwegian utility Statkraft has agreed to purchase 20 megawatts worth of output from a pair of wind farms in France under a pair of three-year power purchase agreements. The 10-MW Waldwisse and 10-MW Launstroff are being developed by Boreas.
