News and EventsDOE and USDA to Invest Up to $18.4 Million in Biomass ProjectsDOE and the U.S. Department of Agriculture (USDA) announced yesterday that they will invest up to $18.4 million in 31 biomass research, development, and demonstration projects over the next three years. The projects will be run by a variety of universities and private businesses in 16 states and will focus mainly on developing improved crops for biofuel production and on researching cheaper ways to produce biofuels, bioproducts, and energy from a variety of sources. They will explore a diverse range of crops, including sugarcane and guayule, a desert shrub that produces rubber, and will employ some unusual conversion technologies, such as microwaves, liquid salts, and solar thermal energy. Of the $18,449,089 to be invested, $13,225,554 will be provided by USDA and $5,223,535 will be provided by DOE. See the list of all 31 projects in the DOE press release. Venture Capital Firms to Work with Three DOE National LaboratoriesDOE announced on February 27 that it has chosen three venture capital firms to participate in DOE's Entrepreneur in Residence (EIR) pilot program. Through the EIR program, each firm will select an entrepreneur that will be placed in one of three DOE national laboratories to identify commercially viable laboratory-developed technologies and to help bring those technologies to market. DOE has selected Kleiner, Perkins, Caufield & Byers to work with the National Renewable Energy Laboratory; ARCH Venture Partners to work with Sandia National Laboratory; and Foundation Capital to work with Oak Ridge National Laboratory. According to the terms of the Funding Opportunity Announcement (FOA), each laboratory will host one entrepreneur at a time. DOE will provide $100,000 for each entrepreneur, with each venture capital firm contributing at least $100,000 of their own. The entrepreneurs will work directly with the laboratory staff to locate commercially viable technologies and will then conduct technology assessments, evaluate market opportunities, formulate preliminary business cases, and propose business structures in order to bring these technologies into the commercial market. Daimler and GM to Launch Hybrids with Lithium-Ion BatteriesDaimler AG and General Motors Corporation (GM) have both announced plans to incorporate lithium-ion battery packs into upcoming hybrid electric vehicles. Daimler announced last week that the 2009 Mercedes-Benz S 400 BlueHYBRID sedan will feature a lithium-ion battery pack that will be integrated into the car's climate control system to keep the battery at its optimal operating temperature. The vehicle will achieve about 30 miles per gallon despite its 299-horsepower power plant that can accelerate the car to 100 kilometers per hour (about 62 miles per hour) in only 7.3 seconds. Mercedes-Benz is also in the process of introducing around 20 new "BlueEFFICIENCY" versions of its existing models, cutting fuel consumption up to 12% through improved aerodynamics, electric steering, lightweight materials, low-rolling-resistance tires, and other features. The company is now displaying three BlueEFFICIENCY models at the Geneva Motor Show. GM will follow a year after Daimler, employing a lithium-ion battery in a more powerful second-generation version of its belt-driven alternator-starter GM Hybrid System. Hitachi Vehicle Energy Ltd. will supply the lithium-ion battery that will make the new GM system three times more powerful than the current GM Hybrid System, allowing GM hybrids to achieve a 20% increase in fuel economy. The GM Hybrid System is currently available on the Saturn Vue Green Line SUV, and GM claims the use of lithium-ion battery will allow the system to be used in a wide range of vehicles throughout the world. But even though GM is in the process of rolling out a new line of SUVs and pickups featuring its new Two-Mode Hybrid system, the company has not announced plans to incorporate a lithium-ion battery into that system. GM is showcasing its new hybrid technology in the Saab 9-X BioPower Hybrid concept car, which debuted yesterday at the Geneva Auto Show. The car features a turbocharged engine that is optimized to run on E85, a blend of 85% ethanol and 15% gasoline. The move toward lithium-ion batteries in hybrid vehicles could serve as a stepping stone to plug-in hybrid vehicles, which are expected to rely on lithium-ion batteries. Plug-in hybrids are hybrid vehicles outfitted with a more-powerful battery pack, allowing them to travel 20 to 60 miles on electric power alone. The vehicles can be plugged in at night to recharge the batteries, allowing the vehicles to avoid using gasoline when used for short trips. Ideally, plug-in hybrids would allow commuters to drive to work and back without using gasoline, thereby dramatically cutting gasoline consumption. The Geneva Motor Show opens to the public tomorrow, and this year visitors will be treated to a variety of "green" concept vehicles from some of Europe's most innovative designers. Italy's Italdesign Giugiaro, for instance, is unveiling the Quaranta, a mostly carbon fiber and aluminum sports car built around Toyota's hybrid system and featuring 250 watts of solar cells integrated into its roof. The vehicle appears to be fully driveable and features a mid-engine design with an extra motor mounted on the front axle. Meanwhile, the United Kingdom's Morgan Motor Company applies its distinctive swooping fenders to a fuel cell vehicle, the Morgan LifeCar. (Note that the Morgan Web site shows the car sporting front fender skirts, but recent media photos show it without them, making it considerably easier to drive!) Lotus is a more familiar name to U.S. drivers, and Lotus Engineering is displaying a version of the Lotus Exige that can run on any blend of gasoline, ethanol, and methanol. The Lotus Exige 270E Tri-fuel is also the most powerful version of the Exige yet, reaching 60 miles per hour in only 3.88 seconds. Lotus is using the car to talk up a technology that can convert carbon dioxide into alcohol for use as fuel, a seemingly world-changing technology that has one major drawback: it requires hydrogen, and producing that hydrogen would require a significant amount of energy. Wal-Mart to Provide Energy Audits of State CapitolsThe National Governors Association (NGA) announced last week a new partnership with Wal-Mart Stores, Inc. to provide energy audits of state capitol complexes. Under the new "Greening the Capitols" partnership, Wal-Mart will send experts to as many as 20 state capitol complexes throughout 2008 and 2009 with the goal of identifying energy efficiency improvements that will provide a return on investment within five years. In addition, the Wal-Mart team will demonstrate the anticipated cost savings and carbon dioxide reductions each state could experience by implementing the recommended improvements. The NGA Center for Best Practices will help identify states for participation and catalog the successes each state experiences. So why is Wal-Mart providing energy efficiency audits? Perhaps in part because of energy efficiency lessons that the company learned in its experimental stores that opened in Aurora, Colorado, and McKinney, Texas, in 2005. This January, the company opened a new supercenter in Romeoville, Illinois, that is 25% more energy efficient than its standard stores, and today Wal-Mart is opening another energy efficient supercenter in Bernalillo, New Mexico. But the partnership may also present a business opportunity for Wal-Mart. After the states receive their energy audit report, they have the option of asking Wal-Mart to gather bids from interested companies and to facilitate the installation of the recommended technologies. New Mexico Act Requires Utilities to Save EnergyNew Mexico Governor Bill Richardson signed a bill last week that requires the state's electric and natural gas utilities to provide their customers with cost-effective energy efficiency resources. By 2014, the state's electric utilities must achieve energy efficiency gains equal to 5% of their total sales in 2005, increasing to 10% of their 2005 sales by 2020. The utilities could achieve these gains through such efforts as a rebate program for energy efficient appliances, home weatherization programs, or programs to give away or discount compact fluorescent light bulbs. To help the utilities meet their goals, the New Mexico Public Regulation Commission must identify and remove disincentives and barriers to such energy efficiency programs, including one key item: the commission must provide public utilities an opportunity to earn a profit on their energy efficiency programs. In fact, when such programs perform satisfactorily, the commission must provide a profit that "is financially more attractive than supply-side resources." The new act allows utilities to recover their costs and any commission-approved incentives through either an increase in base rates or a special fee added to utility bills. The act also provides a mechanism for utilities to fall short of their goals, requiring them to justify the shortfall, to set new goals, and to gain commission approval for lowering the goals. Energy ConnectionsFlorida Blackout Strikes a Million CustomersThe fragility of the U.S. electrical grid was revealed last week when roughly a million customers in southern Florida lost power after a substation fault caused a massive blackout. Florida Power and Light (FP&L) estimated that 584,000 of its customers lost power, while an estimated 500,000 customers of three other utilities also lost power. The event was triggered by a fault in a substation in west Miami, which quickly spread through the power grid, ultimately shutting down 26 transmission lines, 38 substations, and about a dozen generating units, including two nuclear plants at Turkey Point. While power was restored to most customers the same day, the widespread nature of the power outage was reminiscent of the power outage that struck the Northeast in August 2003. The North American Electric Reliability Corporation (NERC) immediately announced that it will investigate the event and later noted that new grid technologies will allow it to analyze the outage more quickly than it could in the past. Major Green Initiatives are Sweeping College Campuses,
Says E – The Environmental Magazine
There’s a new green force on college campuses, says E – The Environmental Magazine in its March/April 2008 cover story (now posted at: www.emagazine.com). In “Cleaner, Greener U.,” E examines the many facets of the new campus environmental movement that’s being compared to the passionate anti-war and equal rights activism of the 1960s.
“Climate change is our generation’s civil rights movement,” says Brianna Cayo Cotter, communications director for the Energy Action Coalition, which backed PowerShift 2007 at the University of Maryland last November. Drawing over 5,500 students, the event was the largest gathering of college students ever assembled to talk about solutions to global warming, a weekend of non-stop workshops, speakers and rallies. “We’re at a crucial moment in history,” Cotter said. “Climate change is an issue that’s already impacting us, from the destruction of the Appalachian Mountains to the wildfires in California. We get that the steps taken today will end up being the future for tomorrow.”
She is not alone in her enthusiasm. The green movement has become a force to be reckoned with on campuses, says E. Students are demanding changes - energy conservation, waste reduction, sustainable course offerings, organic food choices, and real climate legislation from Congress beyond the campus confines. So far, 497 school presidents have signed the American College and University President’s Climate Commitment, which commits them to implementing a plan to go “carbon neutral” within two years of signing.
While the progress is encouraging, not all are convinced that the green campus movement has arrived yet. As Nina Rizzo, the California Freedom from Oil campus organizer for Global Exchange, says, “The movement is potent, but we’re not there yet. I don't think people are angry enough.”
Michael M'Gonigle, author of Planet U, a professor of environmental law and policy at the University of Victoria and a co-founder of Greenpeace International, agrees that the incremental changes he’s seeing on campuses have yet to resemble the sustained force of 1960s activism. “But the anxiety about climate change is really palpable - students feel it,” he says. “And there’s an overarching social anxiety, something we have to act on... We can do something right here and right now at this institution.”
And students are doing something. In 2001, Pennsylvania State University made the nation’s largest retail purchase of wind energy, buying 75 percent of what two local 24-megawatt wind farms produced annually. In 2005, wind turbine manufacturer Gamesa decided to locate its headquarters in the state, bringing with it 1,000 new jobs. The school had changed the market price for wind in the state, and other schools are following suit. According to the U.S. Environmental Protection Agency’s “Green Power Partnership” rankings, Penn State now ranks third among schools for green power purchasing, with 20 percent of its electricity use coming from wind power. Its fellow state school, the University of Pennsylvania is now second, at 29 percent. New York University is number one, with an incredible 100 percent of its electricity use generated by wind.
Smaller schools have jumped in, too. Vermont’s Middlebury College offers the complete package, from its natural landscape design to its fully composted dining hall waste to its “yellow bike” borrowing system for on-campus commutes. The school’s $11 million bio-mass facility is scheduled to open late fall 2008, with the capacity to burn enough wood chips to displace the use of $1 million gallons of fuel oilcutting the school’s fuel needs in half.
Minnesota’s Carleton College is another small liberal arts school with green might, installing its own wind turbine on campus, engaging in “dorm wars” to encourage low energy use, and committing to green building retrofits and composting of all food waste. A similarly focused school, Maine’s College of the Atlantic, has achieved near perfection in its student-led green pursuits, eliminating or offsetting all its greenhouse gas emissions, supporting on-campus watershed preservation and following the highest standards of green building in all new campus structures.
These initiatives are reaching beyond the campus, too, as students begin to realize their collective might. A coalition of students in Virginia has teamed up to fight a new Dominion “clean coal” plant in Wise County, Virginia. “No new coal” has become a battle cry among college greens, particularly those in the Southeast confronted with the devastation of mountaintop removal mining, including polluted water, filthy air and land stripped of life. Ryan Hasty, a junior at Emory and Henry College in southwestern Virginia, who became president of The Greens on his campus last year says, “It’s an old technology, it’s very dirty and it isn't worth sacrificing the health and well-being of those who live near the mine sites and the power plant. Not to mention the destruction of some of the cleanest and most bio-diverse waterways in the world.”
There are changes underway inside the classrooms, too. Duke University has a new Energy and Environment track (combining business and environmental management) that prepares students to remake their worlds in very concrete ways. Erika Lovelace of Duke’s Office of Enrollment says, “The degree prepares you to come up with sustainable ideas to assist local communities.” At the University of Colorado in Boulder, 22-year-old environmental studies major Paul Chase says working environmental education into the broader curriculum is a major campus goal.
It is not only in purchasing wind power, adding bike lanes and greening the cafeteria offerings that these schools do the essential work of curing the nation’s fossil-fuel dependency and other environmental ills. It is in educating students about the importance of creating and supporting a new green economy, in the process turning out leaders. In that respect, the campus sustainability movement is already a resounding success.
