Dear Mr. Stafford,

Thank you for contacting me to share your views on extending the Production Tax Credit. I appreciate you taking the time to make me aware of your concern on this important matter.

The Renewable Energy Production Tax Credit (PTC) was created by the Energy Policy Act of 1992 to support renewable energy production. The PTC provides a 2.3 cents per kilowatt-hour tax credit for wind and several other renewable energy projects for the first ten years of electricity production. The PTC played an important role in the development and growth of the U.S. wind industry. Since the creation of the PTC, wind energy has grown substantially - supporting over 80,000 American workers in some of our nation's hardest hit sectors, including manufacturing, and provides much-needed supplemental income to family farms and rural communities. It is a great example of how with smart investment we can pave the way for American business to build, innovate, and create jobs.

I am proud that Illinois is leading the way in both wind turbine manufacturing and capacity. Illinois has enough wind power in place to power 1.1 million homes. We host 2,195 win turbines and 36 manufacturing facilities for wind turbines components, many within our district. The Production Tax Credit serves an important purpose of reducing our reliance on foreign oil, reducing harmful greenhouse emission and ensuring Americans have access to reliable and affordable energy. It also furls the economy and creates jobs in the construction and manufacturing sector, as they recover from the housing crisis and economic recession. Our tax code should reflect the needs of the nation by fostering economic growth, supporting the free market and contributing to the general welfare of all Americans. While Congress continues to debate proposals to reform our tax code, I will work with my colleagues on both sides of the aisle to make sure that our tax code benefits all working Americans and builds the foundation for a stronger economic future.
