Missouri is in danger of missing out on job creation and the economic benefits of wind and clean energy development due to a lack of action from state leaders, writes American Wind Energy Association CEO Tom Kiernan. "The power to approve transmission lines, pipelines and other energy projects needs to be returned to the utility regulation experts at the [state Public Service Commission], where it has been for the last 100 years," he writes.

New technology helps wind expand in Southeastern US, says expert
Technological advances are leading to taller turbines and longer blades, making wind development more feasible in the Southeastern US and other areas that previously weren't suited to the industry, said Southeastern Wind Coalition President Katharine Kollins. She said her organization is working to overcome other obstacles, including pricing, cooperation among utilities and public perception.

A bill under consideration in the Ohio Legislature gives lawmakers the opportunity to relax the state's restrictive policies on wind development, writes the editorial board of The Plain Dealer in Cleveland. Xcel proposes 2 new wind farms in N.M., Texas

Xcel Energy is seeking regulatory approval for a pair of wind farms in New Mexico and Texas, according to the company. If approved, Xcel said the projects would enable it to source around 40% of the region's annual electricity needs from renewables by 2021.

Siemens Gamesa to build wind, solar hybrid in India
Siemens Gamesa has won a contract to build its first wind-solar hybrid project by adding a 28.8-megawatt solar energy facility to an existing 50-MW wind farm in India. "With a market potential of around 15 GW in India, our customers are increasingly interested in this type of integrated renewable system," said Ramesh Kymal, Siemens Gamesa's CEO of Onshore in India.

This month, the Orleans, N.Y., Town Council sent a proposal to update the city's regulations for wind development to the Jefferson County Planning Board for consideration. The city previously amended its turbine rules in 2011.
