Reps. Niki Tsongas, D-Mass., Bill Keating, D-Mass., and Raul Grijalva, D-Ariz., have introduced the Offshore Wind Jobs and Opportunity Act, which would establish a federal grant program to train workers for offshore wind jobs. "Wind power is a huge part of building the cleaner, more sustainable economy we all deserve, and it can play an even bigger role with the right support," said Grijalva.

Neb. county commissioners approve new wind rules
The Pierce County, Neb., Board of Commissioners has approved new regulations for wind development. The changes include a provision that would bar the siting of wind turbines within 2 miles of a state recreational area.

Vattenfall installs first turbine foundation at North Sea offshore wind site
Vattenfall has installed the first foundation of 11 turbines at the European Offshore Wind Deployment Center off the coast of Scotland in the North Sea, said the firm. "The first installation of the suction bucket foundations is a major accomplishment," said Project Director Adam Ezzamel.

Italian utility orders 20 Vestas turbines for 2 wind sites
Vestas has agreed to supply two subsidiaries of Italian utility Fri-El SpA with six V117 3.3-megawatt turbines and 14 V110 2-MW machines for two separate wind farms under development in Italy, according to the companies. "Vestas' broad range of auction-related capabilities and Fri-El Spa's trust in us allowed us to enter the negotiation early in the process," which was key, said Vestas' Rainer Karan.

EDP Renewables, Vestas build wind, solar demo in Spain
EDP Renewables and Vestas have built a wind-solar hybrid pilot project in Spain featuring one Vestas V112 3-megawatt turbine and solar panels, according to the company. "The learnings will accelerate the execution on our strategy of integrating and combining renewable power as the market looks to absorb more renewable energy in the future," said Vestas Senior Vice President of Innovation and Concepts Bo Svoldgaard.

IEA underestimates renewable energy's upward trajectory, say critics
The International Energy Agency intentionally underestimates renewable energy growth and cost declines due to political biases, said Claudia Kemfert, head of energy, transportation, environment at the German Institute of Economic Research, and other experts. "The fossil fuel and nuclear industries have an interest in artificially exaggerating the cost of renewables in order to influence policy in their favor," said Kemfert.

Dutch government maps out 7-GW offshore wind expansion
The Dutch government has outlined three new zones for offshore wind development that could support a new installed capacity of 7 gigawatts between 2024 and 2030. Transmission firm TenneT is working on a plan to connect the projects to land via a direct current hub and possible artificial island.

Ariz. Republicans look to advance new 50% by 2030 renewables goal
Republicans in the Arizona Legislature have proposed a new 50% by 2030 goal for renewables that will appear on the November ballot. Clean Energy for a Healthy Arizona has proposed the same goal, though the two differ in that the legislative version would allow utility regulators to avoid scenarios that could increase electricity rates or hinder grid reliability.
